Lockdown--You can't call home

Ship in Lockdown
Homeland Security rules require that the dock-terminal keep records of who leaves and who boards a ship.

If found in violation, the terminal operators face large fines. For three years, one terminal kept all seafarers from getting off the ship just to play safe. For those years, the Ship Visitor was their only link to home, family, and the world ashore.

This embargo on shoreleave ended February 17th, 2005.
